Norton City Council is comprised of seven members, one elected from each of the four Wards of the City, with an additional three elected as At-Large members.  These Council members constitute the legislative body of the City; authorizing the appropriation of funding, construction of public improvements, and legislation required for the preservation of public peace, health, welfare, or safety of the citizens who reside in the City of Norton. 
Council members are elected to serve four-year terms.

City Council meetings are designed primarily to act on legislation that has been researched and deliberated in Committee.  Public input best occurs at the Committee level.  Communications from the public are encouraged and will be granted five minutes to speak on matters now pending before Council or Committee.  There are instruction forms at the public podium in Council Chambers, which must be completed five minutes prior to the meeting start.

The Clerk of Council position, is a full-time appointed position and is responsible for carrying out the administrative functions of City Council.  These administrative functions include keeping and maintaining an accurate record of the proceedings of Council and of its Committees, retaining and preserving all laws and ordinances of the City as well as other duties that Council may require.

Pursuant to the Charter, Council meets in the Council Chambers in the Safety-Administration Building.  Meetings are at 7:00 p.m. on the second and fourth Mondays of each month, with the exception of those days which fall on a Federal or State holiday observed by the City,
in which case the Council shall meet on the following Tuesday* at the same time.  

Committee Work Sessions are held on the first and third Mondays of each month
, with the exception of those days which fall on a Federal or State holiday observed by the City,
in which case the Committee Work Session would be held on the following Tuesday* at the same time.
  

Special meetings may be called pursuant to the Charter.

Married to Eileen, they have two daughters, and four grandchildren. Don is a graduate of Norton High School (1963), graduated from the Akron Barber college and is a USAF veteran.  He owned Nicolard's Razors Edge from 1974-1992 and currently owns Donald Lloyd's Hair and Nail Studio.  Don served on Council from 1988-1990 and was re-elected to serve on Council beginning 2010.

Married to Kim, they have three children.   Todd is a University of Akron graduate with a B.S. Degree in Civil Engineering, is employed with URS Corporation in Akron and is the Structural Department Manager.  He has been a resident of Norton since 1992 and has been very active in the Norton’s youth sports programs and other various activities throughout the community.   Todd served on Norton’s Board of Building and Zoning Appeals from 2004 thru 2009 when he was elected to serve on Council beginning 2010.


John Conklin

Born and raised in Norton, John is married to Connie. They have two children that are graduates of Norton High School.  John is involved in Boy Scouts of America, Norton Bands, youth softball, and is an active member of Johnson United Methodist Church.  He previously served on Boards and Commissions during the 90's, served as the Ward 4 Councilman from 2000-2005 and then served on Boards and Commissions until being chosen by Council to fill the seat vacated by Ken Braman.

Bill has a son that has graduated from Norton High School. He has been employed by the F.W. Albrecht Grocery company since 1973, and is currently working at the Norton Acme.
Bill has served on the Planning Commission, the Board of Building and Zoning Appeals, and has served on Norton Council since 2000.

Married to Lynn, they have three children, Amber, Tommy and Josh.  Tommy is a student at Bowling Green University and Josh is attending Kent State University.   He has been a resident of Norton since 1997 and has been involved in various activities throughout the community.  Scott served on Norton’s Planning Commission in 2003 and has been a member of Norton City Council since 2004.

Married to Terri, they have one daughter, and two sons. Dennis has lived in Norton for 30 years and is a graduate of University of Akron (1980) with a Computer Science Degree. He worked at Summit County Fiscal Office for 32 Years as a Computer Systems Payroll
Administrator retiring in 2009 and currently works with his Mother at Rubber City Realty.  Dennis served on Council from 2002-2009 as the Ward 2 Councilman.


Charlotte Whipkey

Charlotte has lived in Norton approximately
43 years and attended Norton schools. 
She operates her own business as a dog groomer, has an associates degree in paralegal studies and is currently working towards her bachelors degree. This is Charlotte's first position in municipal government.

Karla has worked as the Clerk of  Council beginning December 9, 2002.   Karla is the keeper of all Council official records and is responsible to all members of Council.  She is a Licensed Notary, an active member of the Ohio Municipal League, the International Institute of Municipal Clerks, and the Summit County Clerks Association.  She has earned her Certified Municipal Clerk (CMC) designation, and is working towards her MMC (Master Municipal Clerk)

Each Council member is required to serve as the Chair of one of these Committees,
